트럼프, ‘선거개입 외국인 제재’ 행정명령 서명…“북한도 역량 있어”

도널드 트럼프 대통령이 미국 선거에 개입하는 외국 기관이나 개인에 제재를 가하는 행정명령에 서명했습니다. 북한 역시 미국 선거에 개입할 역량이 있는 나라로 지목됐습니다. 김영남 기자가 보도합니다.

댄 코츠 국가정보국(DNI) 국장은 미국 선거에 개입하는 신호는 러시아뿐만 아니라 중국으로부터도 봐왔고 이란과 심지어 북한도 이런 역량이 있을 수 있다고 밝혔습니다.

[녹취: 코츠 국장] “We have seen signs not just Russia, but from China, from capabilities potentially from Iran and even North Korea. It is more than Russia here that we are looking at… We continue to look at that and will continue to look at that. We have not seen intensity of what happened in 2016 but as I have said, it is only a keyboard click away. We are taking nothing for granted here. ”

코츠 국장은 12일 이번 행정명령에 대해 설명하는 전화회견에서 미국이 주목하는 나라는 러시아에 국한되지 않는다며 이같이 말했습니다.

또한 지난 2016년 대선 때와 같은 규모의 (개입 정황을) 보지는 못했지만 이는 키보드 버튼 하나만으로 가능하다며 방심하지 않고 있다고 강조했습니다.

코츠 전 국장은 이란과 북한이 선거에 개입했다는 직접적인 증거가 있느냐는 질문이 이어지자 즉답을 피한 채 미국은 그런 시도들을 보고 있고 이를 매우 면밀히 감시하고 있다고 말했습니다.

[녹취: 코츠 국장] “We see attempts and we monitor it very closely. It is just ongoing process. What we see is the capability and attempts but in terms of what the influence is and will be, we continue to analyze all that. Again put in place the kind of deterrents in terms of keeping our election process free from that influence.”

그러면서 이번 행정명령은 미국 선거 절차를 이런 영향으로부터 보호하기 위한 억제 정책이라고 설명했습니다.

존 볼튼 백악관 국가안보보좌관도 이날 전화회견에서 이번 행정명령은 미국 선거와 더 나아가서는 정치적 절차에 외국인이 개입하는 것을 막기 위한 목적이라고 말했습니다.

[녹취: 볼튼 보좌관] “Basically it is a further effort among several that this administration has made to protect the US against foreign interference in our elections, and really our political process more broadly. It includes not just interference with election or campaign infrastructure, but it also covers distribution of propaganda and disinformation. President declares national emergency...”

아울러 제재 대상에는 선거와 선거 관련 사회기반시설에 대한 개입뿐만 아니라 선전물과 허위 정보를 배포하는 행위도 포함된다고 강조했습니다. 이에 따라 대통령은 국가비상사태를 선포하고 제재를 부과할 수 있다고 덧붙였습니다.

볼튼 보좌관은 해당 위반 행위에 어떤 제재를 가할 수 있느냐는 질문에 거래 금지와 수출 면허 제한, 미국 금융기관에 대한 접근 제한 등 여러 제재가 가능하다고 답했습니다.

[녹취: 볼튼 보좌관] “You will see a numerated long list of potential sanctions fairly typical of the range of sanctions authority that the president has, say blocking transactions in person’s property, interest, export license restrictions, limiting access to American financial institutions, restraints on foreign exchange transactions, transfers of credit, prohibitions on US citizens investing in companies that may have been involved..”

이번 행정명령은 정보당국과 법무부, 그리고 국토안보부가 90일간의 조사를 거친 뒤 선거 개입 사실이 확인되면 재무부와 국무부가 적절한 제재를 부과하는 것을 골자로 합니다.
