북한 지도부는 자국민을 상대로 고문과 살인, 강제 낙태와 노예 노동 등을 자행하고 있으며 이는 북한 정권이 70년 넘게 권력을 유지해온 수단이라고 마이크 펜스 부통령이 지적했습니다. 미-북 관계 개선과 비핵화를 원하지만 북한 지도부는 주민들을 빈곤으로 몰고 잔혹하게 대한 사실을 피할 수 없다고 비판했습니다. 김영남 기자가 보도합니다.

펜스 부통령은 북한의 종교와 인권 탄압이 중국보다도 훨씬 심하다고 말했습니다.

[녹취: 펜스 부통령] “But for all of the China’s abuses, their neighbor in North Korea is much worse. While we all hope that the relationship between the United States and North Korea continues to improve, and we certainly hope that the threat posed by North Korea’s nuclear and ballistic weapons programs can be eliminated.”

펜스 부통령은 26일 국무부에서 열린 ‘종교의 자유 증진을 위한 장관급회의’ 연설에서 중국에서 발생하고 있는 인권 탄압 사례들을 소개한 뒤 북한의 실태가 더욱 열악하다고 말했습니다.

이어 미국과 북한간의 관계가 계속 개선되고 북한의 핵과 탄도미사일 프로그램에 따른 위협이 제거되기를 희망하지만, 북한 지도부는 수십 년 동안 비할 바 없을 정도로 자국민을 빈곤으로 내몰고 잔혹하게 대했다는 명백한 사실을 피할 수 없다고 지적했습니다.

[녹취: 펜스 부통령] “There is no escape in plain fact that North Korea’s leadership has executed unparalleled privation and cruelty upon its people for decades, torture, mass starvation, public execution, murders, and even forced abortions, industrial scale slave labor, have been the means by which that regime has retained hold on to power for more than 70 years. Today, as we gather at this ministerial, an estimated 130,000 North Koreans are imprisoned for life in unimaginably brutal slave labor camps.”

특히 북한 지도부에 의한 고문과 대규모 기아, 살인, 강제 낙태와 대규모의 노예 노동은 북한 정권이 70년 넘게 권력을 유지해온 수단이었다고 지적했습니다.

그러면서 이날 회의가 열리고 있는 시점에도 약 13만 명의 북한인들이 상상할 수 없을 정도로 잔인한 노예 노동 시설에서 종신형을 살고 있다고 덧붙였습니다.

펜스 부통령은 또 한국에서 분투하고 있는 기독교 사회와는 대조적으로 기독교인들에 대한 북한의 탄압은 지구상에서 견줄 곳이 없다고 말했습니다.

[녹취: 펜스 부통령] “Contrast with the striving Christian community in South Korea, North Korea’s persecution of Christians has no rival on the earth. It is unforgiving, systematic, unyielding and often fatal. The mere possession of the Christian bible is the capital offense. And those identified by the regime as Christians are regularly executed or condemned with their families to North Korea’s Gulags.”

용서하지 않고, 체계적이며, 지속적인 한편, 종종 치명적인 탄압이 이뤄진다는 비판입니다.

그러면서 기독교 성경을 소지하는 것만으로도 사형에 처해질 수 있다는 것을 예로 들었습니다. 아울러 북한 정권에 의해 기독교인으로 지목된 사람들은 정기적으로 처형되거나 가족들과 함께 북한의 강제 수용소로 보내지는 형을 받게 된다고 덧붙였습니다.

펜스 부통령은 또 이날 회의에 참석한 탈북민 지현아 씨를 호명하면서, 자신이 올해 초 한국에서 만났던 지 씨 역시 이런 일을 겪었다고 소개했습니다.

[녹취: 펜스 부통령] “That is what happened to Ji Hyeon-Ah, who is here with us, and who I met when I traveled to the region earlier this year. Hyeon-ah was imprisoned and tortured simply for having a bible that her mother had given her. And after failed escape attempt, North Korean authorities forced her to abort her unborn child. Hyeon-ah was lucky enough to escape with her life and we are honored to have you with us today. Your faith and your courage inspire us all.”

지현아 씨는 어머니로부터 받은 성경을 갖고 있었다는 이유만으로 수감되고 고문을 당했다는 겁니다.

또한 지현아 씨가 탈출에 실패하자 북한 당국자들은 태어나지도 않은 아이를 강제로 낙태하도록 했다고 비판했습니다.

펜스 부통령은 지 씨가 운 좋게도 목숨을 건진 채 탈출함으로써 이날 함께 할 수 있게 됐다며 그의 믿음과 용기는 모두에게 귀감이 된다고 강조했습니다.
